Kissing, hugging, and holding hands in public between unmarried couples is illegal. This applies to both heterosexual and same-sex couples. A complaint from any member of the public can lead to arrest.
Consuming alcohol in public — on the street, at the beach, or in unlicensed restaurants — is illegal. Alcohol is served only in licensed hotels, clubs, and some restaurants. You cannot buy alcohol from a supermarket without a personal licence.
Revealing clothing (shorts above the knee, sleeveless tops, visible underwear) is not permitted in malls, souks, and public streets. During Ramadan the rules are stricter — eating in public during daylight hours is also prohibited.
Verbal abuse, rude gestures (including the middle finger), and swearing in public — even in traffic — are criminal offences. This includes offensive messages sent via WhatsApp or social media while in the UAE.
Taking photos of individuals without consent — especially women — is illegal. Photographing government buildings, military installations, palaces, and port facilities is prohibited.
