Rules to follow in Dubai

5 laws, restrictions, and customs in Dubai that travellers often break without knowing — and the fines or consequences that follow.

1. Public displays of affection are illegal

Kissing, hugging, and holding hands in public between unmarried couples is illegal. This applies to both heterosexual and same-sex couples. A complaint from any member of the public can lead to arrest.

2. Alcohol is only permitted in licensed venues

Consuming alcohol in public — on the street, at the beach, or in unlicensed restaurants — is illegal. Alcohol is served only in licensed hotels, clubs, and some restaurants. You cannot buy alcohol from a supermarket without a personal licence.

3. Dress modestly outside hotels and beach resorts

Revealing clothing (shorts above the knee, sleeveless tops, visible underwear) is not permitted in malls, souks, and public streets. During Ramadan the rules are stricter — eating in public during daylight hours is also prohibited.

4. Swearing and rude gestures carry criminal penalties

Verbal abuse, rude gestures (including the middle finger), and swearing in public — even in traffic — are criminal offences. This includes offensive messages sent via WhatsApp or social media while in the UAE.

5. Photographing people and government buildings without consent is an offence

Taking photos of individuals without consent — especially women — is illegal. Photographing government buildings, military installations, palaces, and port facilities is prohibited.
